Don’t know how to further elaborate, except that I’m asking for a friend who has been plumbing for years and he still doesn’t know. He wire brushes / sand cloths both ends of the joint, is careful not to touch after cleaning, fluxes them, puts them together, then solders. For whatever reason, with some brass fittings (as in he might have a bunch of the same fitting and then this happens with one side of one of them), the flux does not adhere to the brass at all. Usually wiping and scrubbing it again very thoroughly will make it stick, but why? Is there anything we can check for ahead of time to avoid this extra step of trial and error?

Basically because they are dirty. They may have machine oil (from production) or oil from handling with bare hands.
You could try dunking and agitating them in Soapy warm water or even IPA.
