Wanting to power a 125 amp sub panel, from a 60 amp double pole breaker they are about 30ft apart and going to use conduit buried

The breaker protects the wire, so 4 gauge wire or larger on a 60 amp breaker.

A load calculation will show how big a feed breaker you can use. 60 amps might be too much depending how much power you use now, or might be able to go bigger.

Panel size needs to be the same or bigger than the feed breaker.

If by strands you mean wires, then four wires, two hots, a neutral, and a ground.
