We will obviously be getting a second opinion on this but until then can anybody give me guidance on whether this is normal or not for particle board underneath carpet and preexisting laminate. My husband and I ripped up our laminate that was in the house from the previous owner and found these white spots? They do not co-exist with water spots most of the time so I’m curious if this looks like white mold to anybody and if so I would assume the best plan of action would be to replace the pieces of particle board that have these spots? enter image description here

Could be mold, could be something else. It doesn't matter. Mold is not plutonium. It's just an organism growing where there's some humidity.

Mold is only a problem where there are conditions of constant humidity. In those conditions, mold grows and then starts releasing spores, and that triggers allergies in some people.

So maybe someone dropped some water there years ago and mold grew on the spot. As long as the area is dry now, not a problem.

If it makes you feel better, wipe the area with bleach.

It can also be a dry rot. If it's easy to remove the panels, then inspect what's under them.

It feeds on wood but can grow through mortar in brick and stone walls quite easily.

Based on the image, those white spots on the particle board do resemble mold growth. Mold can appear in a variety of colors, including white, and doesn't always need direct water contact to grow—moisture in the air or trapped under flooring can be enough. It’s best to remove and replace affected pieces of particle board as mold can compromise the structural integrity of the material and lead to poor indoor air quality. Make sure to identify and address the source of moisture to prevent regrowth. Have you noticed any musty odors or had any health symptoms associated with this room?
