I have about half my house with no electrical power, probably due to a storm moving through the area. The outlets in the powered section test at 122v but the "dead" outlets still test at 8v. I have tried turning off the 240v breakers and testing again, no change. From reading other posts I figure it is one phase line knocked out that the electric company will deal with, but I'm concerned that the "dead" outlets still have a small bit of power. Does this mean it is the neutral that is out? Is this dangerous to run what I can on the circuits that are still live? Location is USA.

Call your electrical company and tell them you lost one leg (phase) of the supply, most likely due to wind.
Turning off all 240V breakers is a good idea - this way the voltage can't traverse through e.g. a heater and power the other outlets with weird voltage values.
8V is within "phantom voltage" limits - usually induced voltage from cables running close to each other.
