My drying rack is thick metal wire coated with some very thick plastic-like stuff, akin to dishwasher rack coating or some tool handles.

Over time that coating dried and cracked away.

What can I use to re-coat it?

I've had a look at plastidip / rustoleum grip but those look very thin Plastidip rerack is not suitable because it seems it binds to the already existing rubber whereas on my rack the whole paint is destroyed.

Sandblast it and powdercoat it. Of course, that probably costs more than junk it and buy a new one. But that's how life is.
