I have an old delta bathroom 2-handle faucet, in which I just replaced the handle cartridges to stop a leak. That part went well. However, now, when I turn the handle (either one, though the cold is worse), the water comes out stronger, then weaker, then strong again. I was sure to grease the top of the rubber seat at the bottom (that sits on top of the spring), as well as the o-ring that wraps around the cartridge.

Did I do something wrong?

Not sure if this is related, but I used to only have to turn the handle about 90 degrees for full force, but now I have to turn it 180 degrees for full open.

The cartridge they sold you appears to not be the correct one. You should return the cartridges to the plumber supply store where you got them and see if they can help you find the correct ones. Hopefully, you still have the original cartridges.
Another option is to call Delta. Even if you don't have the model # of the faucet they can usually help you find the correct cartridge just by sending them a picture of the faucet.
