Im replacing the drywall around a vent in my finished basement. When we removed the old vent cover we noticed what looks like a a whole batt of insulation that appears to be running the length of the vent. Seems like it was done intentionally and I can’t figure out why it’s INSIDE. I should remove it, right?

This doesn't appear to be a duct at all, just an empty cavity masquerading as one. It's wrong but common.

If you are refinishing the drywall consider removing all of it along that soffit and then installing a proper duct. If you don't want to do that, I would try and pull the fiberglass out. In my opinion it is "less bad" to remove the fiberglass because I don't want air blowing the fibers around.

I assume that above that is the finished house, in which case the insulation is not necessary.
