This (see image) is inside my house right where the water line enters the house. And, it looks like it has sprung a leak (there is dampness under).
Is this the water meter? And, does the city replace it or a general plumber? The reason I ask is it seems have the wire seal.

It literally has meter written all over it, and it is the wrong shape for a gas, or electricity meter, and the right shape for a water meter.
It is a water meter 99% sure.
Who replaces it in Chicago?
It belongs to the people who make the water bill. Probably your city.

Perhapos it is condensation and not an actual leak.
If someone is sent to service it they will want to see the leak, try to find the spot that the water is oozing out from.
