How long will a ramp need to be for a new garage that has a 12 inch rise from the ground for my car not to scrape. The front bumper is 10 inches from ground and the back bumper is 12 inches?

It will depend on the wheelbase of the vehicle and the minimum ground clearance as others have said. So we cannot have an answer for you that is not a guess.
The best practice is to make the ramp as long as reasonably possible. Designing just for your vehicle could be advantageous now, but if you got another vehicle it could be a problem. Just design to make a slope as shallow as possible. Then it can be something that works for many cars.
