I have penetrating damp in my living room. I have filled holes and cracks on the outside and have redone the window sill. Now I want to fix the interior wall, where the paint had bubbled up. I have peeled back some of the paint and have found what I suppose is the plaster. I am now using a dehumidifier to dry the wall as much as possible. Can I repaint over the (smoothened) old plaster once this has dried out, or do I need to remove it as well to get to the brick?

I am trying to save a few pennies, as if the plaster needs removing I'll have a contractor do it for me.
