This is new construction, slab-on-grade home that was completed about 3 months ago. The parging on the garage walls has discolored spots which look damp, especially at the bottom and between the cinder blocks. Concerned there might be a moisture issue, or possibly the foundation was not built properly (done in extra wet conditions or maybe the mix was wrong?). Thought maybe it was a leak in the plumbing (which was routed through the slab) but checked the water meter and it doesn't move when all fixtures are off.

Is this something I should be concerned about?

The last two pictures definitely look like some moisture is seeping through the blocks, maybe through the mortar. At this point, you should be contacting the builders and get their feedback and put them on notice in case there is a problem. Document everything. It wouldn't hurt to get the inspectors back out there.
