NEC gurus: What does condition 2 mean in the exception to subsection 250.32(B)(1), to not run an equipment ground in a feeder to an out building?

Wire Size for 100 amp Sub panel? 230 ft
Im running feeders from my main 200 amp panel. To a sub panel that is rated 100 amps about 230 Ft away according to the South Wire Voltage drop calculator and the distance, the minimum size wire for AL would be 3/0 is this correct?

Do I need to use 60 degree C ampacity rating for feeders to 60 amp subpanel?
I calculated my wire size for feeders to a 60 amp subpanel, for a pump house, based on 75C column of ampacity chart. Terminals out of main and into subpanel are both rated 75C. But then I saw something about circuits under 100 amps need to use 60C…
