My rosemary has been looking like this since last summer. It's currently getting worse. New leafs (if it develops any) soon have these white little spots on it.
What disease is this? Maybe false mildew?
What would be a good treatment for this?

It’s hard to tell from your photo, I can’t see the detail of the damage very clearly, but it looks like it could be damage by thrips or similar, which in turn make the plant less resilient to other sources of stress like overwatering. As was mentioned in the comments, Rosemary does not like being indoors, it will likely recover if you cut back the damage, let the top layer of soil dry completely, and set outside for some fresh air and sunshine.
