It seems to me that the seeds have not formed properly. Perhaps the flowers were not pollinated.
Since mangoes are self-pollinated, perhaps there is a lack of bees in your area.

The types of mangoes you are having in cultivation here have mutated or are selectively bred for their absence of seed. Such fruits are called parthenocarpic fruits. Seedless grapes which are more popular varieties nowadays such as Thompson seedless are another examples of parthenocarpy. If your region is somewhere near Northern India or the upper Gangetic tracts, this variety is called a Pyanabi mango
