One morning our swamp/white ceders' bottom branches (about 2ft from ground) have been eaten (bitten off rather) by the rabbits, will new branches grow at the bottom of trees?

Cedars will not normally grow new growth at the bottom of the tree. I have seen them topped and some new growth happens if the trunk is not too old but it would look worse than it does now.

We have rabbits in our garden as well and you can never tell what they will decide to eat. If you see them eating your shrubs I recommend putting out bird seed which they prefer over cedar.
