So I've cleaned the carbs twice on this bike and its like it's not getting enough fuel because it will only run on starting fluid and I've cleaned the tank and got new hoses and still the same problem and now my start button wont work anymore?

I don't know much of anything about motorcycles, but I assume it's a gravity feed instead of using a fuel pump. If you have the hoses disconnected from the carb, does gas come out freely if you pour some in the tank? Also there might be some sort of sintered bronze filter in the thing you connect the hose to that you might have overlooked when cleaning the carbs.

This is a 1L 4-cylinder bike with independent carbs. It's highly unlikely all 4 carbs have clogged unless it's been sitting (has it?).
As the other comment mentioned, it's likely a fuel supply issue - when you say it bogs, I assume you mean it struggles when you open the throttle?
It's also possibly an ignition issue - from the cadence you describe things, it sounds like the problem got worse as you worked on it. My guess would be that you have weak spark from failing plugs (should be replaced pretty often on a 1L 12:1 bike revving to the moon), and the dying battery from cranking it over and over again did not help.
You start button "not working". Was it cranking weaker and weaker as time passed? You likely killed the battery trying over and over to start it, without it running successfully in between.
