I have cable coming from a junction box in the back of a cabinet in to the driver for under cabinet lights. As you can see, the wires terminate in a small enclosure at one end of the driver. Is this compliant with code? Does the entire thing need to be in some kind of junction box inside the cabinet, or is it fine as it is?

Based on the manufacturer's schematic, you're missing a receptacle and a cord and plug kit. The ballast can stay in the cabinet if re-wired properly. The power cable absolutely may not terminate in a dangly knockout hole like that.

The metal faceplate is also illegal here, a clear violation of NEC 314.28(C).
