I built a dry pack for my shower's pre-slope. It's properly sloped. But I'm not sure if that's ever supposed to dry firm. Is it supposed to stay dry hard sandy stuff? Or is it supposed to firm up to something more like concrete.

Right now I can still leave a foot print on it if I step on it.

It will dry hard in 24 hours or less, unless you didn't mix it correctly. If it is still sandy after 24 hours you didn't add enough water.

You will need to dig it all up and throw it away and mix up another batch.

Edit: Since you posted a pic, it is evident that was not mixed properly.

It is named dry pack for a reason. You really need to pound it into place. But first it needs to be just wet enough to hold shape when it is squeezed in your hand. If you just placed it and smoothed it over, that is why it is sandy.
